Alteration in Motorine Communique

The processing license holders who make biodiesel blending in diesel engine types will indicate the type of raw material used in the production of the sold biodiesel in separate items in the document replacing the invoice or invoice they will issue for delivery.

The Communique of the Energy Market Regulatory Authority (EPDK) on the Amendment of the Communique on Biodiesel Blending in Diesel Types was published in today's issue of the Official Gazette.

With the amendment, the owner of the processing license was obliged to indicate the biodiesel sold in separate items as "biodiesel (produced from a domestic agricultural product) or biodiesel (produced from vegetable waste oil)" according to the type of raw material used in its production in the document replacing the invoice or invoice that he will issue for biodiesel deliveries. The same document will also contain a description of whether biodiesel is a blending product.

Biodiesel supplied for blending with diesel will not be available for resale.

Holders of processing licenses will keep documents proving the source and type of raw materials used in the production of biodiesel for 5 years.

The processing license holders will submit their reports to EPDK by the end of March of the next year in accordance with the format set out in the Energy Market Notification System, organized by the certified public accountant for each calendar year in relation to production, sales and inventory movements at their facilities. In addition, biodiesel obtained from vegetable waste oils, will be considered double in the calculation of the blending obligation. It will be mandatory to ensure the balance of input and output of the facility covered by the processing license.

The amount of biodiesel blended in the 2020-2021 blending period with the temporary article added to the communique will be evaluated by multiplying it by a factor of 1.2 in the calculations of the obligations of licensees for the relevant period.

The communique will come into force on January 1, 2022.
